1. What are the Lucky Draw prizes?

2. Who is eligible for the Lucky Draw?

The Lucky Draw is open to all individuals who are paying individual income tax and property tax by GIRO.   This includes all existing taxpayers who are paying their tax by GIRO.

3. When is the Lucky Draw held?

There will be three annual Lucky Draws. They will be conducted in May 2011, May 2012 and May 2013.  Cash prizes will be given away, with more and higher value prizes to be won for subsequent draws.

4. How do I qualify for the Lucky Draw?

If you are currently paying your income and/or property tax, you qualify for the draws.  One (1) chance each will be given for income tax and property tax.

5. Do I need to sign up for the Lucky Draw? 

No, you need not sign up for the Lucky Draw. You are eligible to qualify for the Lucky Draw when you pay your income tax and/or property tax by GIRO.

6. Am I still eligible for the Lucky Draw if my chargeable income is not taxable after claiming reliefs?

No, you will not be eligible. Only taxpayers who need to pay tax are eligible for the Lucky Draw.

7. Am I still eligible for the Lucky Draw if my tax payable after rebates is Nil?

No. Only taxpayers who need to pay tax are eligible for the Lucky Draw.

8. Can I change my monthly deduction to one-time deduction?

Yes, you can opt for one-time GIRO payment to pay for your taxes.

9. Would I still be entitled for the Lucky Draw if I am on GIRO but I paid my tax through other payment mode?

Once a taxpayer has signed up for GIRO, we would expect him to pay his tax by GIRO. The objective of encouraging taxpayers to join GIRO is to pay his tax by GIRO. Joining GIRO and not having his tax paid by GIRO will not help to improve productivity at IRAS and the banks.

We are however not disqualifying such taxpayers from the Lucky Draw as they may have their special reasons for doing so.  However, they should have made at least one GIRO payment during the qualifying period for that year’s Lucky Draw.

10. Is an individual with commercial or industrial property entitled to participate in the Lucky Draw?

Yes, as long as the individual pays the property tax by GIRO.

11. Can individuals paying GST by GIRO participate in the Lucky Draw?

No, this Lucky Draw is only open to Individuals who pay Income Tax and Property Tax.

12. Will I be still eligible for the Lucky Draw if I change my GIRO bank account?

Yes.  However, you will lose the chances you have accumulated in the past.

13. My company is currently paying taxes through GIRO, are we eligible for the Lucky Draw?

No, the Lucky Draw is only open to all individual taxpayers who are paying Individual Income tax and/or Property tax.

14. Will property that has been sold be eligible for the Lucky Draw?

We go by the owner at the time of extraction of GIRO participants for the draw. If new owner has signed up for GIRO, he will be eligible.

15. Will a taxpayer who just join GIRO (but have already made tax payment by other modes) be given a chance?

Yes, he is eligible. For subsequent Lucky Draws (if any), he must pay his tax by GIRO.


B. Lucky Draw Chances

1. How are the Chances allocated to a person?

An individual who pays his income tax and property tax by GIRO will get two chances in the first year of Lucky Draw (May 2011).  If he continues to be on the GIRO payments in the second and third year, he will get four chances for the Lucky Draw in May 2012 and six chances for the Lucky Draw in May 2013 respectively.

The Lucky Draw chance(s) will be accorded automatically to you if you have signed up for GIRO.  The conduct of the Lucky Draw will be audited by a public accountant.

Illustration of an individual who joins GIRO only in Year 2 of the draw:

Mr. B paid his income tax for YA2010 by cheque in Jul 2010 upon receiving his tax bill. He read about IRAS Lucky Draw in May 2011 in the newspaper.

In Jul 2011 (Year 2 of the draw), Mr. B applies for GIRO when he receives his tax bill for YA2011. Mr. B will get one chance for his IIT in the Lucky Draw in May 2012.

If Mr. B continues remains on GIRO to pay his IIT using the same bank account, he will get two chances for his IIT in the Lucky Draw to be held in May 2013 (Year 3 of the draw).

2. How do I accumulate my chances for the Lucky Draw?

To have more chances at the Lucky Draw, you need to remain on GIRO to pay your tax the following year. There should also not be any change in the GIRO bank account.

3. I have arranged to pay my tax by GIRO but was late in paying. Am I eligible for the Lucky Draw? 

You will be excluded from the Lucky Draw in the year in which you were late in paying. You will be eligible for the Lucky Draw the following year as long as you continue to be on GIRO and you pay on time.


C. Notification of Lucky Draw Winners

1. How will the winners be notified? When will the results be published?

Winners will be notified by post within seven (7) working days from the date of the Lucky Draw. The results will be published on IRAS’ website and in a local English newspaper within seven (7) working days from the date of the “Live” Lucky Draw.

2. Will IRAS notify all joint owners of the Property that have won the Lucky draw?

Notification will follow that of other notices for property tax, which is to send to the usual person IRAS contact for tax matter.

3. How do I collect the cash prize?

The Cash Prize will be credited into the GIRO account or such other bank account as advised by the winner. The winners will be requested to provide IRAS with the bank account they want to have the cash prize credited to, if it is not the GIRO account used for the payment of tax.

4. Are the cash prizes taxable?

The Lucky Draw prizes are not taxable.
