New! 2013 Property Tax Rebate for Owner-Occupied HDB Flats

To mitigate the impact of the increase in property tax payable, all owners of owner-occupied flats will be given a one-time rebate. This rebate is a fixed amount of $40 which will be automatically set-off against the property tax payable in the year 2013. This rebate will not apply to non owner-occupied HDB flats which are currently taxed at 10%.

The tax payable by a HDB flat owner who rents out or owner-occupies his flat is illustrated below, assuming a HDB flat with an AV of $10,500.

1. 2012 Property Tax Rebate for Owner-Occupied HDB Flats

The Government has given a new property tax rebate to owners of owner-occupied HDB flats for 2012 to help HDB households offset some of the increase in property tax. The rebate amount is $55 or the actual property tax amount, whichever is lower.

The new rebate will automatically be given to you if you are occupying your own flat. It will be shown in your bill as “Owner-Occupied HDB Rebate”. If you are not given the rebate and are paying property tax at 10%, please check your eligibility for the concessionary owner-occupier tax rates.

2. GST Rebate [Available from Apr 1994 to Dec 2010]

Since April 1994, residential properties granted owner-occupier tax rates have been receiving GST rebates, based on the annual values of their properties as follows: 

AV Annual GST Rebate
$5,000 and below $150.00
or the actual tax, whichever is lower
$5,001 to $6,000 $125.00
$6,001 to $7,000 $100.00
$7,001 to $8,000 $75.00
$8,001 to $9,000 $50.00
$9,001 to $9,999 $25.00
$10,000 and above No rebate


With the introduction of the owner-occupier tax rates from 1 Jan 2011, the GST rebate had ended on 31 Dec 2010.

3. 2010 Property Tax Rebate for Owner-Occupied HDB Flats (Owner-Occupied HDB Rebate) [Available from Jan to Dec 2010]

To help flat owners adjust to their revised property tax, the Government has given a one-off property tax rebate in 2010, capped at $120, to owners who occupy their HDB flats. This is in addition to the existing GST rebates. The rebate amount ranges from the actual tax payable to $120.

  • For owners with property tax payable of $50 or less after deducting the GST rebate, the new rebate will fully offset their property tax payable in 2010, i.e. they will pay zero tax.
  • For owners with property tax payable of up to $100 after deducting the GST rebate, the new rebate will be $50.
  • For owners with property tax payable of more than $100 after deducting the GST rebate, the new rebate will be up to $120.

4. 2009 Property Tax Rebate for Owner-Occupied Residential Properties (Owner Concession Rebate) [Available from Jan to Dec 2009]

As part of the Government’s efforts to ease homeowner’s costs in the light of the global economic downturn, a further rebate of 40% on the property tax payable (after deducting the existing rebates) was granted to owner-occupied residential properties for the calendar year 2009.

5. 2008 & 2009 Property Tax Rebate (Property Tax Rebate) [Available in 2008 and 2009]

Owners of owner-occupied residential properties were given Property Tax Rebates in 2008 and 2009 as part of the GST Offset Package. This rebate was capped at $100 or the property tax amount after deducting the GST rebate, whichever was lower.
