The Offline Application is a free application provided by IRAS. It allows employers to prepare and submit their employees' income information to IRAS electronically.
This application is suitable for employers who:
- do not have a compatible payroll system (Manual, or using Excel etc)
- cannot generate relevant appendices from their payroll software or
- have to make amendments to submitted records

Frequently Asked Questions
Always connect to the internet when launching the application. If there is an updated version, there will be a message to inform you on how to perform the auto-update. Do accept all updates.
Alternatively, you can re-download the application from the IRAS website.
Records submitted using the Offline Application cannot be retrieved at myTax Portal.
However, all records which you have prepared for submission are stored in the '.profile' file created using the Offline Application. Launch the Offline Application, and click 'Open Profile' at Step 1 to select and open your '.profile' file. Select the relevant form type and click 'Begin'. Details of the records prepared will then be displayed.
Only staff or third party authorised with the 'Approver' role, by employers participating in the Auto-Inclusion Scheme (AIS) for employment income are able to submit the income information to IRAS via myTax Portal. You can complete the authorisation for e-Submission of Employment Income at e-Services Authorisation System (EASY). Find out more on the authorisation process here.
If you still encounter the page error after completing the authorisation, please email the following details to ais@iras.gov.sg.
- Date and time you encountered the problem
- The operating system you are using (e.g. Windows XP, Macintosh OS X Tiger)
- The browser type and version number (e.g. Internet Explorer 6, Morzilla Firefox 1)
- The name of the Internet Service Provider (ISP) (e.g. Starhub, Singnet)
- The error messages you encountered or the screenshot of the errors encountered (if available)
Yes, you can print the IR8A forms from the Offline Application. There is a print button in the application to allow you to do so.
You may provide your employees with the Form IR8A and relevant appendices at their request. However, please inform them that you have submitted their income information to IRAS and they should not declare this information again when filing their tax returns.
For fields that do not accept decimals, you may round-down to the nearest dollar for income fields (e.g. Salary, Bonus, Director's Fees, etc.) and round-up to the nearest dollar for deduction fields (e.g. Employees compulsory CPF contribution, Donations, etc.).
