1. What do we do if donations received do not have the donor's tax reference number?
For donations made from 1 Jan 2011, tax deduction can only be given to donors who provide their tax reference numbers (NRIC/FIN/UEN) to IPCs. Please highlight to donors the convenience when they provide the tax reference numbers to you. Tax deduction will be automatically given for the donations. They do not need to make any claim. If the donor does not wish to claim tax deduction, there is no need to insist on getting the tax reference number from him.

2. What can we do if a non-individual donor does not or could not provide its Unique Entity Number (UEN)?
All entities registered in Singapore will have UEN. You can check their UEN from the UEN website at www.uen.gov.sg

3. What if the donor provided the incorrect tax reference number to us?
Please get the correct tax reference number as records with invalid tax reference numbers cannot be updated for transmission to IRAS. The donor will not be given tax deduction.

4. Can donors who do not wish to disclose their tax reference numbers still submit the receipts and claim for tax deduction?
For donations made from 1 Jan 2011, donors who do not provide their tax reference numbers to the IPC cannot claim tax deduction. IRAS will not accept claims for tax deduction based on donation receipts. If you are using your own record-keeping system or issuing manual receipts, please DO NOT issue "Tax-deductible" receipts to them.

5. What should we do if donor does not wish to provide tax reference number but insists on a tax-deductible donation receipt?
Please explain to the donors that for donations made from 1 Jan 2011, IRAS will not accept claims for tax deduction based on donation receipts. If you are using your own system or issuing manual receipts, please DO NOT issue "Tax-deductible" receipts to them.

8. Do we need to include donations received from individual donors via monthly salary?
Tax-deductible donations received through salary deduction made by employers are to be excluded from your annual submission of donation details, as the employers will reflect the donation in their employees' Form IR8A.

The tax-deductible donation records to be submitted to IRAS are for donations made in the calendar year, i.e. from 1 Jan to 31 Dec.

1. How do I authorise my staff to use e-Submission of Donation?
Step 1 : Apply for Access Code (if applicable)
An Access Code is required for you to log in to the e-Services Authorisation System (EASY) to authorise your staff to use the e-Submission Application. Each organisation should only have 1 Access Code.
Please apply for the Access Code if your organisation does not have one at IRAS tax form page > Application Form for e-Services Access Code. We will process your application and mail you the Access Code within 4 working days.
Step 2 : Get ready your SingPass or IRAS PIN
This is also required for logging in to EASY. To apply for an IRAS PIN, please submit the application online :

Step 3 : Login to EASY to authorise a staff to use the e-Submission system
You are required to login to EASY using the Access Code and SingPass/ IRAS PIN to authorise a staff to use the e-Submission system. EASY can be accessed from this URL :

Step 4 : Authorised staff to login to myTax Portal
The authorised staff should try to login to myTax Portal to ensure that he is authorised to use the e-Submission Application by following these steps:
- Log into myTax Portal
- Select : I am logging in for "My Organisation's/ Business' Tax Matters"
- Click either "SingPass" or "IRAS PIN"
- Enter "My Tax Reference Number", "My IRAS PIN"/ "SingPass" and "My Organisation Tax Reference Number" then click "Login"
- Select "e-Submission" from the left hand menu
- Enter the "Contact Person" information when you perform the first login. IRAS will liaise with the "Contact Person" for any clarification on e-Submission of Donation
- Select "e-Submission of Donation"

2. I am not able to access the e-Submission Application. Why is this so?
You must first be authorised by the IPC before you can access e-Submission of behalf of your organisation.

3. I have already authorised myself as an approver for GST. Do I need to authorise myself again for e-Submission?
Authorisation for each of the e-Services is required.

4. How do I cancel an authorisation after I have authorised a staff?
You can cancel the authorisation at the "View/Edit/Delete Records of Authorised Staff/ Third party" on the EASY Main Menu. You can either input an end date in the "TO" field to mark the last day of authorisation or delete the entire access.

1. What can I do in the myTax Portal for e-Submission of Donation?
myTax Portal is a safe and secure one-stop personalised portal for you to transact with IRAS electronically. It allows you to:
- Access useful tax information
- View your last completed portal transaction
- File tax-deductible donation records

2. Why can't I see the "e-Submission" hyperlink when I login to myTax Portal?
This is because you are not authorised to use this e-service. You need to login to EASY to authorise yourself to use the e-Submission Application.

3. I encountered a page error. What should I do?
Clear the Internet cache. Log out of the website, and log in again.
If the same error happens, take a screen shot of the error and email it to IRAS at ipclink@iras.gov.sg for troubleshooting.

1. Why does my PC hangs or is slow in responding?
There are many reasons why your PC hangs or is slow in responding. One reason could be due to the cache. You may want to clear the cache in your browser.
For Internet Explorer Browsers, to clear the temporary Internet files, go to:
Menu >> Tools >> Internet Options >> General >> Delete Files
Check the “Delete all offline content” Option and click “OK”.

2. What is the maximum file size I can upload?
For optimum system performance, the recommended maximum file size for uploading is not more than 10MB (approximately 40,000 records).

4. How do I know whether my submission is transmitted successfully to IRAS?
The Acknowledgement Page will appear after the data file has been transmitted successfully to IRAS. Please print a copy for your record.
You may also check “View Status” in the e-Submission main page. Alternatively, you may check the “Last Completed Portal Transactions’ in the Portal or the message displayed at “What I need to do".

5. How do I update changes to the contact person details?
You may edit the contact person details (that is,Designation/ email address/ Office and handphone numbers) in View/ Edit Contact Person’s details at e-Submission Main Page. You will need to inform IRAS in writing or send email to ipclink@iras.gov.sg if there is a change in contact person (new contact person).

For donations made from 1 Jan 2011, tax deduction can only be given to donors who provide their tax reference numbers (NRIC/FIN/UEN) to IPCs. IPCs have to keep record of donations made by individual and non-individual donors and transmit the information to IRAS annually.

3. What should I do if donor did not provide the identification number when making the donation?
For donations made from 1 Jan 2011, tax deduction can only be given to donors who provide their tax reference numbers (NRIC/FIN/UEN) to IPCs. Please check with the donors for their identification number and inform the donors that tax deduction will only be given when the tax reference numbers is provided to the IPC. If the identification number is not available, you may create this donation record under ID type 'Others'. Please note that it is optional to capture these records in ipcLink as no tax deduction will be allowed on these.

5. Can I still modify the donation amount if I have entered it wrongly to ipcLink?
Yes if the receipt mode is 'System' and the receipt is not issued or printed. However, if the receipt is printed or issued manually, you should retrieve the issued receipt from the donor and then void the record. You can then create a new record for that donation.

6. How do I delete a tax-deductible donation record that was wrongly created?
You can only void the record once the record is created in ipcLink. To void the record, click on <Modify> button at the Main Menu. Retrieve the particular tax-deductible donation record, check the box 'Void' and save the record.

7. Why I am not able to view the tax-deductible donation records after enquiring by donor, date of donation, creation date or receipt no.?
Check your computer display setting at the control panel. The screen resolution should be set either at 800 by 600, 1024 by 768 or 1280 by 1024.

Yes, you can print the statistical report for back years as long as you have not archived the records for the back years.

No. It is set by your organisation. Alternatively, you may wish to check with your Sector Administrator.

10. How do I create ipcLink user ID and how many IDs can I create?
At Administrator's menu, click on the <User> button. You need to enter the user ID, name of user and select the access level.
There is no limit in the number of IDs but you should keep to minimum necessary.
Please ensure that only authorised persons are allowed to access the ipcLink Application and take appropriate steps to keep the information captured in ipcLink or printed in the reports at all times.

11. How often must I do backup of database?
You are advised to perform backup of ipcLink database frequently. You can do it on a weekly or monthly, etc basis.

12. Why do I need to do conversion and when should I do the conversion?
The conversion will output the relevant records into a file for your submission to IRAS. You are required to do conversion only once a year after you have entered all the donation records for that calendar year. The filing deadline for submission of donation file to IRAS is 31 Jan.

13. How to do the conversion to create file for submssion to IRAS?
Backup your database before conversion. At the Administrator's menu, click on the <Conversion> button. Proceed to select the year of donation and destination drive. Then click the <Convert> button. The system will then convert the tax-deductible donation records into a text file for submission to IRAS.

14. How many times I can do the conversion?
Only once, at end of calendar year after you have entered all the donation received for the year. The file is to be submitted by Jan 31 to IRAS after the end of the calendar year.

15. Can I print the conversion report again?
Yes. At the <Conversion> screen, select the converted Year of Donation and click on <Print> button.

16. We are upgrading our computer. How do we transfer the existing records to the new computer?
Follow the steps below to do a backup of the existing ipcLink database from your old computer:
- At Administrator's menu, click on <Backup> button.
- Select the drive and directory of where you want to save your backup file.
- Click on the <Backup> button. The name of the backup file will be the current date when you did the backup eg. 09082008.mdb
Then proceed to install the ipcLink application to the new computer. Once you have completed the installation, you can then restore the records from your backup file to the ipcLink database in the new computer. Follow the steps below to restore the ipcLink database:
- At Administrator's menu, click on <Restore> button.
- Select the drive and directory of where you have saved your backup file.
- Click on the <Restore> button and re-login to the ipcLink using the same login ID and password.

17. My computer has crashed. How do I recover my ipcLink records?
You can install the ipcLink afresh in your new computer. If you have backup your file, you can proceed to restore the backup file into your new database. If not, you will have to enter all the records from 1 Jan onwards.

2. What is the maximum number of donation records that can be submitted in a file?
Each file should not exceed 40,000 records (10 mb). If the number of records exceed 40,000, you need to output the records into smaller separate files. Each file must contain one header, multiple detail records and a trailer record. Please name the files in the following format: DONS-YYYY-XXXX-NN
Where: DONS : Donation
YYYY : Year of Submission eg. 2010
XXXX : IPC’s abbreviation eg. ABC Fund
NN : File number eg. 01,02
